The History of Noll Historical Consulting

 

Located just outside Washington, DC, Noll Historical Consulting was established in 1999 by Franklin Noll, PhD. Noll Historical Consulting’s clientele quickly expanded to include US Government and international agencies with a focus on the history of finance and money, especially the technology of money—how money is created, used, and evolves over time. Noll Historical Consulting’s functionality has grown over the past 20-plus years to include banknote design, heritage management, and public relations support.  Today, Noll Historical Consulting is deep in the world of crypto and digital money and finance, extending the story of the technology of money into the future.

Franklin Noll, PhD, President & Director of Knowledge Services

Franklin Noll began his professional life as a businessman. Coming from a small farming town in the Pennsylvania Dutch country, he studied business and computer science at Lehigh University. He then worked in the plastics industry before returning to school to study history. Earning a PhD in history at the University of Maryland, he taught history at the university level for several years, winning the Rundell Award for Teaching and being named a University of Maryland Distinguished Teacher. Noll then left academia to begin his own company.

Noll is a recognized authority on the history of money, Treasury securities, Civil War finance, and the US public debt. He has extensively written and spoken upon these topics, including making film and radio appearances and writing blogs for the US Treasury and Bloomberg News. Noll has embraced the new world of cryptocurrencies and DeFi, examining how a knowledge of monetary history can aid in their development. He is an expert columnist for CoinDesk, Cointelegraph, Be In Crypto, New Money Review, and other crypto news agencies and was elected a member of the Association of Cryptocurrency Journalists and Researchers and the Digital Euro Association. He also acts as an advisor to the Vemanti Group, Inc. on monetary history and policy.

Noll is currently serving his fourth term as the President of the Treasury Historical Association and is featured in the production of an upcoming documentary film on the history of the Treasury Building being created by the Treasury Historical Association.

Andrei Lipkin, Director of Innovative Technologies

Andrei Lipkin is a resident of Minsk, Belarus. After successfully completing his studies at the Belarusian State University of Informatics and Radioelectronics, he moved into banknote and security document design at the State Special Printing House of Belarus. While rising to lead the Marketing Division, Lipkin introduced numerous innovations into the documents issued by the various Ministries of the Republic of Belarus and developed innovative, state-of-the-art security features and designs. He also oversaw their production from prepress linework to final press runs while working to ensure customer satisfaction. After over 20 years in government employment, Lipkin left to work on his own.

Acting as a consultant to central banks, cryptocurrency companies, and security printers, he developed proven methods to adapt familiar financial documents to the digital realm. He also established universally-applicable technological processes for printing these hybrid documents that combine innovative financial blockchain technologies with definitive financial instruments. Such secure financial instruments can be used with cryptocurrencies, central bank digital currencies (CBDCs), and other digital payment systems.

During this time, Lipkin has focused on the development of “Cryptobanknotes”, a term he originated in 2017. These are hybrid banknotes that can be used with stablecoins, CBDCs, and other cryptocurrencies. Cryptobanknotes are traditional banknotes that can convey their value over an electronic network using public and private key cryptographic technology. Combining the best of blockchain technology and the properties of cash, these CBDC-ready notes also enable innovative security features that were impossible before.

 

Nicholas Sharrer, PhD, Director of Heritage Services

Nick Sharrer has been immersed in historical practice since he was young; his father was a curator of American history at the Smithsonian for forty years and he “learned the ropes” of both public history and curating through osmosis. He received his bachelor’s degree from Elon University in both history and philosophy, cum laude, in three years. He then accepted a Saltire Scholarship from the Scottish Government to study for a master’s degree in history at the University of Glasgow. Sharrer performed so well there that the University of Glasgow offered him its most prestigious award: Lord Kelvin – Adam Smith Doctoral Fellowship. He received his doctorate in Economic and Social History in 2016. Sharrer was also a postdoctoral researcher at the University of Edinburgh, focusing on the efficacy of electronic prescription systems.

After returning to the United States, Nick founded his own historical consulting firm and began his career as an independent corporate historian and archivist. He has performed work for large corporations, small companies, and non-profits. He is an expert practitioner in heritage management, archival science, and content production. He relishes the challenges of cultivating brand historical awareness and crafting commercial messaging.
